There are many options ways to do research in European countries for Non-European. In Germany, many Max Planck Institutes run <a href="http://www.mpg.de/english/institutesProjectsFacilities/schoolChoice/index.html">PhD programs</a> together with universities. The German Academic Exchange service (<a href="http://daad.de/deutschland/index.en.html">DAAD</a>) offers several opportunities for students and postdocs.
You can also try to contact professors directly, which is the best way. Make sure that you show that you have experience in the field, are familiar with the work of the group, and have a proper motivation to work for that specific group. Avoid random emails that suggest that you send the same wording to a dozen other labs.
